MIDA Projects

The MIDA Somalia projects are characterized by a demand-driven approach, government ownership and flexibility, to facilitate the best possible match between the needs on the ground and qualified Somali diaspora professionals.

By aligning itself with Somalia’s national development plans and government priorities, the programme is currently providing capacity injection in four key sectors: Health, Education, Governance and Justice. IOM and its partners believe that these four sectors are crucial for economic development and stability of Somalia. 

The following are the main projects that have been implemented under the MIDA umbrella:

MIDA FINNSOM Health Project 

This project aims at Institutionalizing health care improvement through temporary returns of Somali health professionals from Finland, United States, Canada, and the United Kingdom, among others. IOM and the Somali diaspora supports the rehabilitation and development of regional health sectors in Somaliland and Puntland which continue to bear the consequences of years of neglect and debilitating lack of qualified human resources.

Connecting Diaspora for Development (CD4D)

The overall objective of CD4D in Somlia is to promote the active role of diaspora in selected sectors. The interventions in Somalia take place in both Federal Republic of Somalia (South Central and Mogadishu) and in Somaliland (Hargeisa). The second phase of the project focuses on strengthening the capacities of a limited number of strategic institutions in three sectors in Somalia: security, agriculture and natural resources and infrastructure.

MIDA FINNSOM Health and Education

MIDA FINNSOM Health and Education focuses on improving the capacity of local health and educa-tion sector institutions and professionals in South Central Somalia to provide quality health care and education to the general population.

MIDA ITALY

The aim of the project is to contribute to the rehabilitation and development of Somalia by enhancing the role of the Somali diaspora and their associations in Italy, with particular attention to activities promoted by associations of Somali women, engaging them in mobilising and transferring their professional, social and economic.

MIDA JICA

The project focuses on capacity building and skills transfer and it supports the implementation of the Youth Employment Project for Somalia (YEPS).

MIDA SIDA

The aim of the project is to strengthen the capacity of insitutions through Diaspora Assistance in Somalia in the following sectors: public financial management, justice, health, aid coordination, forensics, information technology (IT), human rights and gender equality.

African Development Bank – MIDA

The aim of the project is to provide capacity building and skills transfer by diaspora and local experts at ministries of water and natural resources across Somalia. 

Facilitating Sustainable Return through Laying Foundation for Somalia in the Horn of Africa (FLASH)

The aim of the project is to improve the migration management and governance of mixed migration flows through capacity building of an inter-ministerial working group on migration. 

Building the Capacity of the Office of Diaspora Affairs (ODA)

The aim of the project is to support the ODA through diaspora expertise to develop policies, strategies and guidelines on diaspora engagement.

MIDA Women

The objective of the MIDA Women is to contribute to the rehabilitation and development of Somalia by enhancing the role of the Somali diaspora and their associations in Italy, with particular attention to activities promoted by associations of Somali women, engaging them in mobilizing and transferring their professional, social and economic. 

Qualified Expatriate Somali Technical Support – Migration for Development in Africa (QUESTS-MIDA)

IOM in partnership with (UNDP) implemented the QUESTS MIDA project. The main objective of the project was to develop the institutional capacity of government ministries in Somalia through short-term capacity building assignments.

Transition Initiatives for Stabilization (TIS)

This is a quick-impact, results-driven project promoting peace and stability in South Central Somalia and Somaliland. The project aims to provide support to local leadership(s) to enable improved service delivery, increased capacity, and positively affect public perception of governance sectors in Somalia/Somaliland.

Temporary Return for Qualified Nationals (TRQN)

The objective of TRQN is to contribute to the reconstruction and development policies and strategies of the Somali Government in line with the integrated approach of the Dutch Government towards migration and development. IOM works closely with both the diaspora in the Netherlands and government partners in Somalia to strengthen the linkages and to help bridge the institutional capacity gaps.

Joint Rule of Law Programme

This initiative aims at enhancing capacity of Somalia’s Rule of Law System to cater to the needs of all, and especially vulnerable groups by; establishing independent and accountable justice institutions capable of addressing the justice needs of the people of Somalia and; establishing a unified, capable, accountable and rights-based Somali police force providing safety and order for all the people in Somalia.

Migration Health Division

To contribute to improved human security through increased access of Migrant and Mobile Populations (MMPs) and host communities to basic services and livelihoods and improved capacity of authorities in border management operations
