Our WorkAs the leading inter-governmental organization promoting since 1951 humane and orderly migration, IOM plays a key role to support the achievement of the 2030 Agenda through different areas of intervention that connect both humanitarian assistance and sustainable development. Across Somalia, IOM facilitates transition of Internally Displaced Persons (IDPs) and refugees towards durable solutions by providing services and support for Migrants and Mobile Populations.

The Recovery and Durable (RDS) unit promotes durable solutions to displacement for Internally Displaced Persons (IDPs) and returnees, and works to reduce, prevent and mitigate the negative effects of displacement in conflict prone areas through community stabilization and early recovery programming. Stabilization and early recovery efforts also seek to bolster confidence in communities emerging from conflict toward nascent local governance structures, strenghtening the state as a viable alternative to extremism.
Midnimo Approach
IOM's RDS programmes in Somalia are guided by a set of government-led and community-driven planning techniques. This methodology, known in Somalia as the Midnimo (Unity) approach, aims to build capacity and accountability of relevant governance structures to lead on solutions, provide assistance and (re)integration support to Displacement Affected Communities (DASc), while supporting locally-led, participatory processes that promote intra- and inter- community cohesion, peace and ownership.
"As part of the Midnimo approach, IOM utilizes inclusive community-based planning processes to identify the needs and priorities of the community, together with the local authorities and different socioeconomic community groups.
As a result of the community consultations, projects are designed to consolidate inclusive social structures and to enhance public infrastructure. These constitute the basis of location specific Community Actions Plans (CAP). Read more about the process here.
Durable Solutions
IOM works with the government of Somalia from the Federal to the local level, to establish foundations for durable solutions through return, relocation, and local integration, by supporting:
- Inclusive governance, and participation in decisions and processes of public affairs at all levels
- Sustainable livelihoods and employment opportunities to enable displacement affected communities to meet their daily needs and live in dignity
- Displaced populations achieving adequate standard of living through sustained access to adequate water, housing, health service and basic education
- Protection, safety and security to achieve legal safety and physical and material security for displacement affected communities
Stabilization
IOM's community stabilization programming aims to restore social cohesion within and between communities and the social contract between local authorities and their constituents, and to mitigate the drivers and negative effects of displacement in fragile context. The interventions are carried out at the request and in collaboration with the Federal Government of Somalia (FGS) and Federal Member States.
- Supporting government to deliver pre- and post- recovery services to enhance trust and rebuild communities with legitimate institutions and inclusive participation
- Facilitating government-led and community driven action planning
- Supporting grassroots intercommunal mediation efforts
