Established in 2018, Danwadaag (meaning common purpose) is a durable solutions consortium led by IOM with local and international non-governmental organizations. The consortium integrates the expertise of different partners and facilitates knowledge sharinag for a multi-sectoral response across the humanitarian, development, and peace (HDP) nexus. Core consortium members include Concern Worldwide (Concern), Norwegian Refugee Council (NRC), and Gargaar Relief Development Organization (GREDO), and the programme also engages with other local NGOs including Shabelle Community Development Organization (SHACDO), Juba Foundation, Northern Youth Frontier League (NoFYL), Somali Community Concern (SSC), and Lifeline Gedo (LLG). We also closely collaborate with learning and programmatic partners including the Building Resilient Communities in Somalia (BRCiS) consortium, Regional Durable Solutions Secretariat (ReDSS), UN HABITAT, and REACH.

The consortium currently implements 4 humanitarian, development, and peace-focused programmes across Somalia. The overall objective is to reduce vulnerabilities specific to displacement-affected communities (DACs) and in the longer run lower the humanitarian caseloads of displaced people in Somalia. Consortium activities are supported by multiple funding streams across the humanitarian-development-peace nexus by the UK’s Foreign, Commonwealth & Development Office (FCDO), US Agency for International Development (USAID), European Union and the World Bank through the Government of Somalia.

World Bank and Somali government-funded Nagaad Project

Through this project, Danwadaag supports the Somali government-led Somalia Urban Resilience Project (SURP-II). Critical basic services, including water, sanitation and hygiene (WASH), shelter, and health support, are provided to drought induced, protracted IDPs and vulnerable host communities in Bandir Regional Administration and Baidoa, and Garowe. Interventions target recently drought induced IDPs in the three urban centers. 

European Union-funded Xaldoon Project

The Xaldoon Project is formulated under the approach of integrating early solutions to address immediate needs and durable solutions to secure humanitarian investments and build sustainable (re)integration pathways for displacement affected communities (DACs). Its overall goal is to enhance climate-conscious durable solutions by mitigating drought-displacement vulnerabilities, strengthening resilience and self-reliance of displacement affected communities, towards (re)integration and reduced displacement in Somalia.

USAID-funded Scaling Solutions Project

Responses to the IDP crisis in Somalia require contributions from a diverse set of actors (UN agencies, donors, multiple layers of government, local and international NGOs, private sector, IDP associations, host communities), which now operate in contrasting ways. This program seeks to better synthesize decision-making by offering applied research to fill in critical knowledge gaps, funding for pilots that diverge from standard practice, and advocacy for scale up of templates/models that demonstrably lead to better results. 

FCDO-funded Humanitarian and Resilience Building in Somalia (HARBS) Project

This project focuses on reducing risk and vulnerability specific to displacement by implementing sustainable solutions for individuals affected by displacement in urban centers and by mitigating the occurrence of new displacement in intermediary towns. A key element of ensuring long-term sustainability is the scaling-up of a government-led referral system facilitated by Danwadaag. This coordination platform will map and distinguish the needs and vulnerabilities of both recent and protracted IDP populations, connecting them with donor-funded HDPN programs and locally-led initiatives aimed at urban recovery and resilience-building. An adaptive approach will be adopted to optimize resource utilization and maximize the benefits for the targeted communities, taking into account the dynamic context.

 

Danwadaag Phase 1

 

Phase 1 of Danwadaag was a three-and-a-half-year programme which ran from 2018 to March 2022, supported by UK's Foreign, Commonwealth & Development Office (FCDO).

Driven by evidence-based programming, key activities of the consortium included government capacity building, delivery of integrated sustainable basic services, land tenure security, housing, land and property (HLP) support and targeted livelihoods programming for the most vulnerable, all contributing to an enabling environment for long-term solutions to displacement.

Building on the learnings from Phase 1, Danwadaag's vision for its next iteration is to provide sustainable durable solutions to displacement at scale. This will be achieved through adopting an inclusive, integrated, and dynamic approach that is locally owned and driven, with a focus on progressing gains in urban centres and involving vulnerability-based targeting. The new phase will also move to a multi-donor approach breaking down into different programme components.

The consortium is led by International Organization for Migration (IOM) and supported by international and local non-governmental organizations (NGOs).
