Our WorkAs the leading inter-governmental organization promoting since 1951 humane and orderly migration, IOM plays a key role to support the achievement of the 2030 Agenda through different areas of intervention that connect both humanitarian assistance and sustainable development. Across Somalia, IOM facilitates transition of Internally Displaced Persons (IDPs) and refugees towards durable solutions by providing services and support for Migrants and Mobile Populations.

The proposed action builds on learnings from the EU Enhancing Somalia's responsiveness to the management and reintegration of mixed migration flows (RE-INTEG) programme and the Danwadaag programme, with the aim of enhancing climate-conscious durable solutions by mitigating drought-displacement vulnerabilities, strengthening resilience and self-reliance of displacement affected communities, towards (re)integration and reduced displacement in Somalia. To achieve this, support to government on durable solutions coordination and planning for the absorption and integration of I DPs into urban areas will be delivered through accelerating and scaling-up land tenure security, provision of climate-smart, sustainable basic services and infrastructure and market-based livelihoods in a community-driven and government-led approach that links durable solutions to urban expansion planning.
The proposed action is aligned to the durable solutions for forcibly displaced populations in Sub-Saharan Africa Action Document and incorporates a strong 'people-centred approach'. The action also will mainstream environment and climate change, aligning with the external dimension of the EU Adaptation Strategy that envisages a humanitarian-development-peace nexus approach to reach the most vulnerable, marginalised Displacement affected communities (DACs). Crucially, the Danwadaag Consortium will continue to inform urban development processes and durable solutions approaches with knowledge and evidence generated by the programme to ensure needs and priorities of DACs are considered, investments represent value for money, and deliver impact.
Overall Objective
Enhancing climate-conscious durable solutions by mitigating drought-displacement vulnerabilities, strengthening resilience and self-reliance of displacement affected communities, towards (re)integration and reduced displacement in Somalia.

Strengthened Government capacity to lead on durable solutions processes at South West State, Jubaland & district level. |
OUTCOME 2: |
DACs have stronger tenure security, increased quality of housing and sustainable access to basic services, while immediate drought-related needs are met through an Early Solutions Component to lay the foundations for long-term solutions. |
OUTCOME 3: |
Improved climate-resilient livelihoods and financial inclusion for DACs. |
OUTCOME 4 |
Durable solutions programming and decision-making processes at national and regional level are informed by knowledge and evidence generated by the programme including climate smart approaches. |
